Country regulations	Malaysia telco regulator (MCMC) has mandated that SMS blocking containing a URL and telephone number be implemented. This is effective on 5 June 2023. The client must whitelist the URL and Telephone Number for the message to be delivered. A penalty will be imposed if there are any fraud/ complaints from MCMC. Due to Malaysian network regulations, the string "RM0.00" is added at the beginning of the message text to indicate to the end user that the message is free of charge to receive. The length of a single SMS is 153 characters.

SMS Compliance

Brand / Business Name

Brand/business name to be included in the content of each SMS message sent.
Messages without brand/ business name may be deemed as a message sent from an international brand and billed at international rates or additional penalties may be charged for SMS sent.

Cost of SMS - "RM 0.00" in the message body

Recommended to add RM 0.00 (with a spacing after the last 0) to message body to inform end-users that there was no charge in receiving the SMS.
RM 0.00 (with a spacing after the last 0) may be added to the message body by the telco operators if it is excluded

Prohibited Content:

The following types of messaging on all SMS messaging products are all prohibited: phishing, smishing, spam, political, gambling, and adult content.

The Malaysian Communications and Multimedia Commission (MCMC) has also announced restrictions on the content of SMS messages. It has been mandated that Malaysian Telecommunication Service Providers are to block all messages containing any of the following:

URLs
Requests for user personal information (e.g. name, identification number, card number, bank account number, etc.)
Mobile or fixed line numbers that users can dial in

Handset delivery receipts are not readily available. In fact, for delivery receipts, Spam filters often return fake delivery receipts and do not discriminate between spam and legitimate traffic. Live handset DLRs are not readily available but can be provided upon request.
Dynamic Sender ID is not supported. Sender ID Brands classified as Premium Sender IDs as well as Generic Sender IDs are prohibited on the domestic route.
Unicode is not supported.
Concatenated messages are supported to a maximum of 3 parts.

Regulations

IMDA will be implementing the Full SMS Sender ID Registration starting from 31 January 2023. Under the Full SSIR Regime, organisations that wish to send SMS messages to Singapore mobile numbers must first register their alphanumeric Sender IDs. Client shall fully indemnify 8x8 for any claim or loss raised by a third party, or any fines or penalties by any governmental authority, caused by any non-compliance with any provisions of the Agreement. If the Claimed Fraudulent Event is confirmed to be true by the Authority, Company shall compensate 8x8 the amount calculated as US$3.5 per fraudulent SMS. 8x8 reserves the right to recover any additional costs incurred due to investigating and resolving the spam SMS issue, including legal fees and administrative expenses, from the customer responsible for the violation. The customer shall not be eligible for any refunds, reimbursements, or compensation for services rendered in case of penalty imposition due to sending spam SMS messages. Opt out is on the MNO side, implemented in a way that each subscriber has the option to opt out of receiving promo traffic by calling a short number and selecting this option. Marketing messages cannot be sent using a whitelisted Sender ID. Whitelisted Sender IDs are only for Notification, OTP and Transactional SMS. If sending both Marketing and Transactional/OTP/Notification SMS, two separate Sender IDs are required. SMS links must be verified and only direct recipients to the intended destination. Contact information (e.g. Line IDs or other social media handles) must not be included in SMS content. Gambling-related SMS content must comply with Thailand regulations. Promotion of illegal gambling is prohibited.

Country regulations	Marketing and transactional messages are allowed on all senders, subject to compliance review and carrier approval. All senders in the US require opt-in. DND is enabled. SMS Compliance Opt In Requirements: All receiving recipients must be opted in to receive the content they have signed up for. Senders must be able to provide opt in methods if there is a carrier request. Sending to purchased/imported lists of recipients who have not opted in is not allowed. Opt Out and Help Requirements: Customers will be responsible for all opt out, “STOP, END, CANCEL” and “HELP”, commands that are sent from their clients.
